This is true pretty much every year. Locking into a specific player can be a bad strategy, see Solomon Hill. If you wait you can usually get someone of the same caliber for not much more than the minimum.

I would guess we haven't heard any Pels moves because they are trying to make their trades happen before they do their signings. If you trade Hill for a wing then you can use your MLE on a big, if you can't find a trade for a wing, you probably need your MLE for one and then try to find a cheap big.
