The unions had the last administration strong arm the MPA into horrendous contracts that made domestic film production cost prohibitive. The unions are now having this administration strong arm the MPA to produce in America at these inflated costs.
The common elements are unions and government coercion. I can budget the exact same movie in Vancouver for 50% of the cost in L.A. when I factor in exchange rates and incentives.

100% of the film's budget? 100% of the tax breaks received for filming somewhere else? 100% of the cost of the thumb drive a film is delivered? Assessed from the box office take?

Also, what is a movie "made outside of the US". If they film one scene in Mexico but the rest in the US is it "made outside the US"
If they use a special effects studio out of Canada?
What if the whole film is shot in Europe but all of the editing, sound effects etc are all done in the US, the movie would have been "made" in the US
What Congressional law is he citing for the Tariff?

Didn't watch Acolyte and hated the others mentioned, but just curious, what is going to be all the wonderful benefits of this tariff? Or what is he even putting tariffs on?

Well, the intent is to encourage movies for US consumption to be shot in the US. Will it be successful? Who knows. It's too early to say it's certainly a failure when nothing has happened yet.

Then why not encourage his Republican colleagues to push for legislation on the state level for US film incentives?
The greater question still remains on how you tariff this in the first place? What mechanism even works here?
