I try to always make sure when I post something, that it's labeled as a theory, or as speculation, or other such ways to state that I really don't know what's going to happen.
As I said earlier, the reasoning behind what I've said is based purely off of how creepy that guy looked.

There's no question the two remaining prisoners show back up.
WARNING!!! SPECULATION THAT COULD BE CONSTRUED AS A SPOILER!!!
I think the end up riding in to rescue the group at some point. One plot line that hasn't been explored has been the idea of redemption in the ZA. "I was a shithead/frickup/loser/ect, but now I'm a great person. Darrell to a certain degree and also Glenn (he was a pizza delivery guy before the ZA). How about a guy who was an all around bad person, or a perennial loser finding the ZA as a chance to raise his stock?

I think both prisoners will keep showing up. You can't just ignore their existence in the prison. I don't see them joining the group because they don't seem to like outsiders at this point but if they prove worthy then I say the more the merrier. Rick may not love the idea of convicts near his kid though.

Yep.
I've got more thoughts to expand on this and how it plays into what someone said about redemption or rebirth in a ZA, basically how I would take that storyline if I were writing the show. I may post it later.

Maybe I have been interpreting it wrong, but I always assumed that Darryl was a really bad dude before Z-day. At best, he and Merle were drug dealers (one of my favorite cross references is when Darryl pulls Merle's stash from his bag in season 2, and you see the bag of blue meth at the bottom). I've always felt like the show really dealt with redemption with his story, as he has found his home with the current group.
It will really be interesting to see what happens if Merle pops back in, though. I'm sure there will be a tug of war between him and the group for Darryl, and I am eager to see how he responds.

Good point. I think they've made Darryl out to be Rick's biggest supporter next to Herschel. While he might side with Merle initially, he's been through enough with this group to know Merle wouldn't take them far. Remember how quick he was to look to take out the crazy hispanic prisoner. Even though Merle's his brother, I think Darryl's sane enough to not change things up with another crazy man.

Not to mention that you're assuming you need power to operate water pumps...there could've been old school pumps around the prison, especially considering it was built at a water source (the river/creek outside).
Also, in the cell where they had Herschel, they had a sink full of water that Lori was rinsing her hands off in I'm pretty sure. So there seems to be running water (of some variety) there.

I'm hoping Merle has something to do with this little city they've shown...it would suck if he just randomly popped up in the future. But him escaping the rooftop and wandering around finding this little camp would make some sense.
Either way, if we ever see Merle again (which I fricking hope we do), I can't wait to see he and Darryl react...and I really think he'd threaten the group big time and Darryl will step in and handle business.

I cant imagine Merle not coming back. every epsiode im just like okay is this the one?? Id be very very surprised if we never saw him again.

This is an excellent question and I have no idea what the answer is.
Disclaimer: Only speculation below - absolutely no spoilers.
One thing this episode has me thinking though is that that Center for Disease control place was even more frickin' useless than I already thought they were. If Rick can twhart the bite kills part of the virus with a hatchet on a dirty prison floor, you'd think those guys would have come up with something in their state of the art facility.
Of course it could be that either a) Hershel will have a delayed reaction and still die and turn or b) that Hershel posseses some kind of immunity (that one would be interesting for long term implications of how things work out)
