It was not only a good way for NBC to wink at the audience that everyone was in the same universe, but it was also a big draw for a new show or a show trying to get some eyeballs.
It was also a good way to advertise for the show that week.
"And done miss Will Smith on The Cosby Show!"
You'd have to sit through 20 minutes of show and commercials to catch one scene with the guest star. It was an age old network TV trick.

For that initial Must See TV season the OP posted Homicide: Life on the Street also ran. It filled the time slot LA Law held during the winter.

I remember one episode of seinfeld when george and susan are in bed at night and they're watching mad about you. didn't seem out of the ordinary at the time but now that I think about it I guess it's kinda unusual for a show to reference another show on the same network, that was airing at roughly the same time.
Another twist: On Mad About You it was revealed that Paul was still subletting his old bachelor apartment, which his wife took as a sign of non-commitment to their marriage. It turns out the sublet was Kramer's apartment across the hall from Jerry.

Before Friends, Mad About You was probably NBCs second biggest show on the network.
It may have even been out drawing Seinfeld at that time, yet now, it's basically vanished from existence.
It's one of the crazier diapering acts for such a gigantic show I can ever remember.
Watching it today, the wife is a fricking shrew. Once you get to the point where she cheats on Paul, the series is just miserable. Add the fact that they fricked up the final season by adding a baby and changing the entire chemistry of the show. IMHO, the last line of the series should've been Jamie holding up a home pregnancy test and saying, "I'm pregnant."

The TGIF line-up I associate with the most was Family Matters, Boy Meets World, Step
By Step, and Hangin with Mr. Cooper.
I think Dinosaurs was around for 2-3 seasons and I caught the end of Perfect Strangers as well.
