Again not everyone lived in the dust bowl and while unemployment was high it was not 99%. So lots of people lived “ normal” lives in 1939/40. The overall look does like late 30s early 40s.

The Wizard of Oz characters in the store is clearly an homage to 1939. Don’t see how someone wouldn’t pick up on that.

Agreed. And maybe that's a blind spot for me (born 1977) as those tv shows tended to blend all the same imagery to telegraph a general "life is great in the good ol USofA" vibe.

The Little Orphan Annie radio show (sponsored by Ovaltine) also dates the show to the 30s.
There actually was an Annie decoder ring, but contrary to the movie, the secret messages always related to the episodes and were not advertisements for Ovaltine.
