The answer is always her.
Because she's not a traditional boogeyman.
But destroys lives willingly while believing she's helping. She's that fine line of unspoken incompassionate evil that exists IRL.
Plus she won an Oscar...and apparently was one of the sweetest people in the business.

I don’t even see him as a real villain. He usually has the town’s best interests at heart. A bit unethical sure. But not a villain.
