The most famous are Vader, Cruella DeVille, Voldemort.

That is a far answer from "best".

The most spoofed (parody being a form of flattery) may be Vader, The Evil Queen (snow white), and Satan.

That's your opinion. My opinion is that Darth Vader is the greatest villain in any movie ever.
