Or it's a Steve from an alternate reality where he's friends with his Thor. His relationship with Mjolnir puts "Evil Steve" in doubt.

No amount of armor is going to let Batman fight Superman.
It's a comic book, so we let it go, but it's the exact same argument as Falcon with Vibranium against a Thanos or Thor or Red Hulk.

It's cheap and lazy the way it's done in the MCU ( and DCU, for that matter)
Doctor Who did it far better, imo. Yes, jumps across the multi verse could happen, but it takes great energy and is super rare. There's weight and consequence to it. And there's a strong likelihood a person could get trapped in the wrong universe. No rescue team coming to fetch you in a few years.
But that's just a sub plot to this movie. I'm not loving the things I'm hearing about this movie's plot.

Dude the whole point is to watch Cap face whatever crazy situation writers can come up with that's the point. TO die and come back. To be a Nazi (admittedly, that was a dumb one), to have him hang up his shield and grow old, only to be young and pick it up again. To be a different character. To lead a Battleword team against God-Doom., to Join the West Coast Avengers for some reason, to be without his powers for a time, to have super-mega powers for a time, and on and on and on.
When you are watching superheroes, you aren't really looking for long lasting consequences.

The problem with writing these movies is that, unlike in comic books, the audience will see things as more consequential with live action.
It’s easy to scribble out a few panels of or a few pages of a scenario where a beloved character turns heel & becomes the bad guy. Not all runs are the same. So not all are worthwhile making it to the big screen.
Director should look at comic books as nothing more than story boards of things possible, but knowing they can only shoot a few of these things , they need to be more selective.
