I'm sure all that played a part but you just don't have players like Tony Dorsett,Dan Marino,Bill Fralic ,Jimbo Covert,etc.all growing up about 45 mins away from your campus anymore.Western PA talent was one of their biggest reasons for success in the 70's and 80's and the area has all but dried up when it comes to producing legit P5 talent.

Memphis also doesn’t produce many D1 football players. For a metro of its size and location, not much blue chip talent comes from Memphis in football.

Arizona State--so many advantages people have listed, but not being in SEC or B1G makes it tougher.
Arkansas--about time they take advantage of being in the SEC
TAMU--it's funny how they never have achieved
Michigan State--only Big Ten school outside of Ohio State and Michigan to make the playoffs during the 4 team era.
UCLA--has many of the same advantages of USC.

Texas A&M, alumni and fan base, access to money and facilities are top notch. They just can't get out of their own way.

Arizona State has intrigued me for 25 years or more since the days of Jake Plummer. With sheer numbers and pretty good facilities they should have been a player 15 years ago at the very least. Lots of money in Phoenix. Relatively close proximity to San Diego and LA areas and a state population that keeps growing.
The problems has been if I were to guess have been the AD and coach selection. If someone were to be able to harness both of the AZ schools, those are truly sleeping giants....if only someone could truly leverage the pool parties in Both Tempe and Tucson

first of all, let's define what a sleeping giant is.
resources
recruiting base
nil (now)
facilities (current and potential)
etc
the best example would be lsu pre saban. we had all the items in place but never put them together. who has that now that are just not aligned?
also need to define who are the current "giants". Is it just nattys?
LSO, Bama, Texas... Who else? Is Oregon a "giant"? What the hell is TAM? i mean, they've somehow managed to not execute the plan even with all the parts.

TBH, I would like to see an up and coming program slap the big boys in the face more often and do it without having to pay shakedown prices to big name coaches . However, this arms race like most arms races will play out and ultimately collapse on itself .
Really, college athletics is not subject to the same market forces as even the pros are Ultimately the market wins out through a creative destruction, but it sometimes not immediate. I'm a devotee to Malcolm Gladwell's assertion that little things you may think insignificant play big rolls down the line.
Ex: Drew Brees helped to unleash Alabama's run of national championships beginning in 2009 and gave the New Orleans Saints a Super Bowl win all in the same year. On paper, the assessments by the Miami medical staff was the correct one.....Brees was too much of a risk in 2006.

I think what he is saying that Arkansas isn't some desert wasteland like some states such as Nebraska that is surrounded by states with marginal talent.

You need to be in the SEC or Big Ten now… we no longer have five roughly equal power conferences, we have two power conferences above two conferences in the next tier and then the G5 which now includes Oregon State and Washington State because that’s whom they’re playing
Even if an ACC or Big XII had the best offer for a specific guy, he might not accept it and take a little less to play in a superior conference

UNLV has a very small fanbase.
So does SMU and Arkansas has more fans and alumni in Dallas than SMU.

I'd be curious what his opinion would be with Mizzou in the SEC instead of the XII and with what Drink is currently doing.
If Mizzou could lockdown most of the 4-5* in state talent they would be a top 25 program every year and occasionally make a run at the playoffs.
