Which of these programs is in the best shape? Worst shape? Texas, LSU, Florida, USC

Hard for me to decide tbh.
Best: LSU (Florida close)
Worst: USC (Texas close)
Best: LSU (Florida close)

LSU and Florida are in way better shape than UT and USC. UT and USC have no talent on either roster. Florida quit. LSU is a simple coaching issue.

LSU is easily in the best shape. Florida is decent but behind them

Starting to look like Florida might have Texas-level problems. Last time they were nationally competitive was 11 years ago, when current high school seniors were in kindergarten. A good coach should be able to turn it around quickly, but like Texas, they've made bad move after bad move and it's taken its toll

USC may never be prominent again, the rest of the PAC is catching up or caught up
UT has a booster problem that will die off fairly soon, some of the big ones are pretty old. Decade time frame to return to prominence
Florida has fertile recruiting and a weak schedule (SEC East). A few years away
LSU is 2 years removed from the greatest season ever. Competitive again next year

LSU is still an Offensive Coordinator away from a Championship.
Florida is an entire defense (staff and players) away.

Texas is closer to Florida, but can’t seem to ever get it together. USC is last with their school not fully invested in football, not to mention two NFL teams moving into LA, no longer makes USC the prime focus of football in that city.

Florida with the right coaching hire. They don’t have quite as much off the field stuff hanging about as does LSU, at least to my knowledge. Long term LSU but Texas could be a monster with the right people in place.

People tend to look at the problem wrong. USC is in the best shape, despite being probably the worst team with least support administrative ly.
Why? The situation and competition are so advantageous that even a reasonably poor USC team is a bowl contender. And any success at all has a powerful multiplying effect.
Think of it this way- if the teams were to go 7-5 next season, which would have the best reception for being on the come back trail? Texas, Florida, and LSU would all still have very uncertain narratives, whereas USC would be pushed a s a dark horse for the 2023 PAC 12 race
