The NFL plans to discuss roughing the passer penalties amid outrage over two disputed calls in Week 5, a person with direct knowledge of the matter told The Associated Press.

The person, speaking on condition of anonymity because the conversations are internal, said changes to the rule are not expected during the season. The person also said the league has not given officials a directive to emphasize roughing calls following Dolphins quarterback Tua Tagovailoa's concussion.

NFL owners will meet in New York next week. The league's Competition Committee -- composed of six team owners/executives and four head coaches -- makes most of the recommendations for rule changes. Teams can also propose rule changes to be voted on by owners, which require 24 votes to pass.

One idea, suggested by Chiefs defensive tackle Chris Jones on Monday night after he was flagged, might be to allow video review of roughing calls.

Protecting quarterbacks is a priority for owners, who pay big bucks for the faces of their franchises. Twenty-five QBs are making at least $25 million this season.

Roughing the passer is the only rule where referees are instructed to err on the side of caution.

The NFL rulebook notes: "When in doubt about a roughness call or potentially dangerous tactic against the quarterback, the referee should always call roughing the passer."

This isn't rocket science-don't call a rtp on a clean tackle. Dumbasses.

Have there been other instances where halfway through the season the owners vote on an immediate rule change ?

Mahomes was thrown down later in last nights game and it was definitely harder than Brady was thrown down with no flag. There is too much grey area.

There is nothing wrong with holding on and pulling the QB to the ground. They think this is unnecessary, but it's just a tackle. They definitely need to complete the tackle for mobile QBs.

We’ve already reached a point where “reviews” are so common that they take away from the enjoyment of the game.

Just what we need… more video reviews.

NFL: "People seem to be mad. Hey, NFL Company man, leak to the media anonymously that we are 'discussing things' "

nothing will change or even happen

Maybe the NFL just needs to tell Jerome Boger to stop being a pussy.

He and his crew have been criticized for years for the number of flags they throw. They don't err on the side of caution; they just blatantly ignore all common sense.

People are blaming the refs when really they should be blaming the NFL for stupid rules. The whole “body weight on top of the QB” BS just needs to be taken out.

And here lies the problem.

When Glass Joe got injured, Tua injured his entire football life, you knew we'd start seeing bogus calls because of the over-reaction and outrage over a guy who shouldn't be playing football.

We do this all the time in society. Go to the other extreme because one guy "can't handle his liquor."
