If it had happened while the ball was still in the air it would be.

But b/c the hit happened after the ball hit the ground the play was over and the ball was dead.

No, this would have been a case of the Rams would have declined to OPI to get the ball, but still penalized 15 yds on the PF

This is pretty simple L.A. Getting the first down, or at least getting closer for a better field goal attempt is more important than the 30 seconds you save running the ball into the middle of the line.

Had they called OPI, the Rams would have declined it anyway. Because if they accepted it, the down would remain 4th and then the late hit would be enforced, which would give the Bucs a first down.
