Going for 2 the first Td still puts you in a position to tie if you don’t convert. You don’t have that luxury if you go for it on the 2nd TD.
If you’re going to go for 2, you do it down 14, not 7.

Mathematically it makes the most sense when down 14 in a game. Before that the change in your chance of winning is marginal. A lot of teams do this when down 14 all throughout the year.
