No, they all won't. Some NFL fanbases have home games taken over by with tens of thousands of fans from large national fanbases. What do you think will happen when a team who otherwise would have home field advantage has to go on the road to a neutral site?
Imagine a scenario where a higher seeded Tennessee Titans team plays the Pittsburgh Steelers somewhere like New York. Or a higher seeded Cardinals teams team plays the Cowboys in New Orleans. You completely flip home field advantage. Why even play for it at that point? That means achieving the #1 seed does nothing but assure you one home playoff game against the lowest seeded winner in the wildcard round. It also takes away a shite ton of money from those teams and cities who earned home field advantage. The only winner here is the NFL so they can jack up the price of tickets and have another corporate event like the Super Bowl.
