I think they'll eventually break through. They've had one team that was absolutely good enough to win it (2017). If they keep sending explosive offenses to the playoff, it'll break their way one of these years.

Oregon has had a good d lineman on most teams since they recruited Haloti Ngata.
Their problem is not enough bodies on the line so they don't get worn out.
They can never get enough. They can get enough athletes everywhere else on D but that's been the biggest difference.

Texas is the only program that (a) meets your criteria (no SEC, Ohio State, or Clemson) and (b) has reeled in Top 10 classes in each of the last 3 recruiting cycles.
Oklahoma has had two, and a handful of other programs have had one (USC, Penn State, Miami, Notre Dame, Oregon, Michigan).
Conclusion: Texas.

Since I’m pretty sure Dabo will not leave Clemson to come back home when Saban hangs it up, I’m thinking Cristobal would be very high up on Bama’s radar but nobody can hang with Phil Knight in the money department if Knight wants to keep him so it’s highly likely he will stay at Oregon. If USC makes the right hire or finally starts recruiting like they should, they will make a run. Michigan and Penn St are recruiting pretty well lately so they could have a shot.

I’ll say Texas.
Bottom line: it’s pathetic that it’s this difficult to find teams with a shot. I do not remember this being the case during my childhood. Nebraska, Florida, Florida State, Ohio State, Michigan, Colorado, Penn State were seemingly in contention during those mid-90’s seasons. Tennessee, UCLA, Kansas State all had legit opportunities as the decade closed. Arizona State and fricking Northwestern were close to having a shot. I’m not even mentioning ubdefeateds on probation like Auburn or Aggy, or the early 90’s with Bama.
For the last 5 years, we’ve had the same boring shite. It’s insane that a team like LSU last year was considered a surprise. It’s not because the talent was never there, but because the current system has narrowed the field considerably, as well as the increased influence upon money and facilities.

Wisconsin doesn't have the upside to win a playoff unless they luck into a generationally great QB or skill player.
You need 4 and 5 star talent all across the roster and at all levels on both sides of the ball to get there. While all the other programs on your list meet that threshold, they are the only program on the list who pretty clearly doesn't. The playoff probably eliminated their chances for a long while unless they get an Urban Meyer-like recruiter in there.
