The opening sentences tell you all that you need to know. If he’s offered, Nebraska will be finding a replacement this winter.

Why does this dudes name come up in every coaching search? He’s very average. PSU may pay an average coach top 5 money for this:

As someone who spent a lot of years in the coaching profession, I discourage coaching at your alma mater. There will be sore feelings if things don’t work out.

I also do not think Rhule leaving is a gimme. He and his family genuinely love Lincoln. He would be a fool to not use the opening as a way to ask for more NIL money for players and coaches, he's one of the most influential and popular persona's in the state, I can't name one person dissatisfied with where Rhule has the program headed.
That's a lot of risk to go to PSU which has an angry fan base demanding championships now. At Nebraska, he has had a few years to build the program up as he likes to do. He went with that approach in the NFL under the impression he would be able to do the same, and it turned out not to be the case.
If Penn State is his true dream job, there's no keeping him. But I think he also recognizes that he has full control here and loves being the coach of the Huskers

Matt Rhule will crawl to Penn State with their weak schedule next year. I think Brian Kelly would consider if offered.

Penn St. doesn't need a turnaround, though, they're looking for a guy who can win games against top 10 teams and it's not clear Rhule is that guy at all.

He did a good job at Baylor, his recruiting classes got better each year and his teams went to the Sugar Bowl twice (well Aranda was the coach of the 2nd team but they were all Rhule's recruits). The key for Nebraska if he leaves is getting someone who can build on what he started. Don't pull a Baylor and hire an Aranda.

if he wants the job he better make damn sure the Cornhuskers win at Happy Valley. Gonna be a hard sell if they lose to an interim coach with a backup QB. That game is basically his job audition

The most impressive thing was that first recruiting class he put together at Baylor. He found some really good players in a super short span.
