As soon as any law seeks to put a cap on how much somebody can make, there is a very good chance that it will be judged unconstitutional.

A CBA would almost certainly be instituted. Similar to baseball, luxury tax and all. Protects smaller programs and also doesn’t truly penalize the blue bloods.

The students would have to agree to a hard cap, which is essentially what a collective bargaining agreement does. If they don’t agree to it, the legislation would be unconstitutional.

Members of Congress don’t actually write bills. All of that stuff can be worked out in committee and with legislative staff actually writing the technical details. They are going to have hearings in June on it supposedly. It could be a debacle, struck down by the courts, etc., or it could actually be an improvement over the current disaster. Whining about them making an attempt to even go down this path is pretty dumb at this stage.

Largest hangup will be the "pooling" of revenue for NIL purposes and the 75% standard which can be accomplished even if every SEC/Big Ten school vote no. They generate a large majority of the would be pooled money. Basically a welfare fund for smaller conferences/schools. Combine that with the super league restriction, and you can see what the intent really is. Use the rich to feed the poor. It's DEI for college sports.

Recruiting college freshmen would be the biggest thing if you can only transfer once
