I guess he's on the practice squad to give him flexibility with the Hall of Fame since he's a semifinalist for the next class.

If he is put on the active roster that would reset his HOF eligibility so he'd have to wait another 5 years to be eligible again.

If this had happened next year he could potentially have been the first HOFer to play in a game.
