That’s about 0.07% of his net worth for average trading daily. That doesn’t seem out of the ordinary.
ETA: I think the more important question is did he or anyone else in Congress (and their family) trade on insider information.

He's a quarter billionaire himself. Born rich and will die rich. However, it is unseemly for a member of Congress with influence over legislation to have so much trading (even with his wealth). He should be invested in a blind trust at this point for much of his personal wealth, IMHO.
