LSU E is not in the same JUCO division that Delgado is in, that one is much tougher.

That really only matters in the postseason.
Regular season, you can schedule games against any division. You may play a few "league" games, but it's not many.
LSUE usually has a light schedule to start the season because they get teams from the north to travel down to them early. Their schedule picks up later when they play teams like Delgado, and this year Chipola.
Hunter Feduccia, their starting catcher, is committed to LSU. He's crushing the ball this season and won a JUCO gold glove last season.

LSU E players are legit (LSU has signed several that have done well) and they do play Delgado and hold their own and would be competitive in any JC division. When they go through their playoffs they are usually one of the favorites every year.

Usually very bad, but that's in comparison to LSU-E. This is why LSU-E is so dominant each year, they have plenty of D1 talent but play in the worse of the JUCO leagues.
