Men of course.
Women, even when attaining great power, could not have done so on their own. They were obviously pawns put into place by men. And whatever actions the woman took, were forced upon her by men.
Of course one could ask, why did the men need a pawn? Why, in this patriarchy, didn't they just do it themselves?

Great, so if Omar was forced to lie then she should be able to point out everyone in our government who helped to perpetrate and then cover up the lie. Sounds like a conspiracy to me.
