He was running. She ran a red light and hit him in a crosswalk. She then fled the scene as he lay on the ground dying.

Did you mean to say "evidence" instead of the word "charges" because your sentence doesn't make any sense besides being inaccurate.
A 30 day sentence infers that it was the pedestrian's fault who as a long distance runner may have run across the street in front of her giving her no time to react to him, and so all she was being punished for was leaving the scene of an accident that wasn't her fault, possibly due to momentary shock.
Then you read on to find out that the driver was speeding through a red light at the time of the incident, indicating that the pedestrian was probably in a cross walk.
That's negligent homicide. 30 days seems a little light for that.
