Defintiely against code. Talk to your neighbor. Make sure he knows what's going on. Tell him that he needs to have that line removed and directed towards a drain.
Assuming this is the pool's drain line, most people don't drain their pool all that often, but there is no way it should be diverted to your backyard.

SO try the rational approach, as others have mentioned.
If he is a dick, I would be tempted to pipe it up to the top of the fence with a spray head or nozzle pointed back at his pump or his pool.

When I did my pool, it was required to run the backwash line to the sewer.

Same in East Baton Rouge parish. I asked a friend who is a plumber and he said it's a health code item because pool water is in contact with your skin and thus has to be disposed into the sewer line.

You say he has 100% responsiblity, but way more than 75% of pool build occurs in ways you could never inspect or see for that matter. No, the contractor is responsible to code. You didnt hire Jose and Xavier from the Home Depot parking lot for a reason.

So you have a full understanding of all possible work any contractor does? I try to know a good bit about any work I get done to my house, but I know that's not typical. There's no way you can expect everyone to fully understand what a contractor is doing to their home. Especially if it's a pipe buried under ground.
Could the neighbor have known......sure. Did they know......maybe. Should you blow up any relationship with the person who lives next to the biggest investment you likely own based on that info.....go for it if you want to.

No one is claiming the homeowner is not at fault. The discussion about whether or not the homeowner knew is dictating how people are suggesting the OP approach the neighbor.
