If used games are going to be locked out, they will have to sell new games at a lower cost. $65 will not cut it. There will have to be a middle ground.

What happens to those guys that bring their PS4 tailgating? No Internet, no games?

This.
The games will have to be cheaper since we wont get an in-hand copy (even though I don't think they will be). I wont be paying $60 (I RARELY buy games new, unless I do trade-ins) for a game that I cant play with my anywhere I want.
The prices to the games might even go higher than $60. Whenever the 360/ps3 came out the game prices went from $49.99 to $59.99, so it's not crazy to think that the prices will go up even higher.

I need to find a new hobby. This is just getting too expensive. I mean - only one account can play a game? What a crock of shite.

Meh, the movie industry has been popping out with shite for a long time now, and it really hasn't hurt them too much.
Movie industry's investment is a lot less though.
9 dollars or so and a few hours of your time.
70 dollars is a hell of a lot steeper than that.

how is this going to work with families that have more than one account on a console? you are now going to have to buy a copy of the game for each kid?

You think NexGen games are only going to cost 65$?
I remember paying $70 for Final Fantasy 1 on the NES back in 1990. The cost of games from generation to generation for the most part remains constant

PS1 - 40$
PS2 - 50$
PS3 - 60$
I would expect PS4 games to be 70-75.

I can maneuver around a lot of the proposed changes for the next gen systems, but the lack of a secondary market (used games) to drive prices down sucks major balls. With the cost of production being what it is for AAA games, I don't suspect any price cuts. I'm thinking the price only goes higher.
I'm also not a fan of tying a game to one specific account. Games on Demand on xbla works that way and I hate having people use my account. I'd rather them set up their own account and play the game. Less opportunity for anybody to frick up my settings/saves.
I don't think that it will spell another gaming crash, but I suspect that there will be some fallout if all this shite gets implemented.

Not if the used game market is out of the equation which was my point. Publishers and developers wouldn't be losing $$ to the second hand market anymore, so they could afford to sell their games at a lower cost. Whether or not they actually do this, who really knows. But it would be in their best interest to do so. 70-75 is more than the average consumer would be willing to spend, and they know this. They would lose sales.
