New Orleans - 17 year old shoots man for not handing over his wallet

New Orleans doesn't try minors as adults, regardless of how violent the offense or how habitual the offender.
Part of the reason the per-capita violent crime rate in New Orleans is out of control.

This is why I often empty my wallet except for a couple expired CCs and a few dollars, when in questionable areas.
