Sounds kinda racist they think only people in temperate regions deserve comfort. What about the innuit people's and sub arctic populations? Should they give up personal heat in favored of community heat? Maybe what we need is no individual living units like houses or apartments, just huge barns so everyone can be equally miserable.

Where's the price signal? None of that shite is particularly economical.
