Garbage list...Michigan and Wisconsin aren’t even the most overachieving in the B1G, which belongs to Northwestern. If you’re going over the last 10 years...I’d say:
1. Northwestern
2. Boise St
3. Cincinnati
4. UCF
5. Army/Navy

I would say they have historically underachieved but last 10 years they have had some success on par of expectations. Fairly large public school in a talent rich area.

Pitt in the late 70's early 80's had an underrated run. They did have some talent in their area at the time though so I don't know if they count ?

I've been to Syracuse a few times. A little gritty, sure. But I actually liked it. Maybe the perspective is different if you're from there. It reminded me of Knoxville, TN. I liked them both.
Since land has gotten so cheap in the upstate I wouldn't be surprised to see that area come back to life. It won't stay down forever. The Sunbelt will grow up until a certain point, and then people will start to push back North again.

It has it's charms. Great food, the surrounding area is gorgeous, like the Finger Lakes. Syracuse itself I never cared for much.

VTech is a 4 hour drive from the DMV. The real question is why UMD is so shitty with all the talent in the DC area.

Have you seen their facilities?
They certainly spared no expense on their athletic facility (multi purpose,IPF and training)
It's definitely a top 15-20 facility.

They have a much higher football operating budget than most of the MWC.
They've also only had 6 losing seasons since 1946, 11 losing seasons in their entire history (1933-1941, suspended for WW2, 1946-now), and haven't had one since 1997. LINK
At some point it can't be called overachieving when a program is always winning.

Detroit used to be one of the best/most important cities in the US. Michigan had the population and talent to earn their blue chip status- they didn’t over perform in the sense of their origins.
Are they perpetually overrated now? Yes. Do they over perform now? Probably but that’s due to the enormous brand they naturally built in the early and middle era of college football.
