The landlord is giving people a break on rent to catch a break on taxes. Unless he is a terrible landlord why try to get him in trouble with the IRS? Anyone who gets paid with cash is going to cheat the IRS...frick the IRS

I rented in midcity NOLA for years from a guy who did the same thing.
Not my business. I paid the rent on time and that was the end of my involvement.
$350/month for more bedrooms and square footage than I have now, across the street from city park.

If he owns property in San Diego, he's already paying plenty of taxes. Not reporting a few thousand is him leveling the playing field with the government and not surrendering more money he'll likely never see any benefit from.
Also every small business owner that has a functional brain knows that holding cash back is a must.

Fawk paying taxes!!
I'm considering declaring my camp as a church so those kawk suckers in Washington don't get a penny of my taxes anymore.
John Oliver (comedian) started his own church called, our lady of perpetual exemption. This was because he saw how easy it was and how televangelists were total scam artists.
People sent him about $70,000 in just one month. He then closed the "church" and gave the money to doctors without borders.
That segment he did on it was infuriating and yet hilarious.

Then tell your daughter to stop aiding in the evasion and pay with a check. His actions are directly benefitting your daughter, yet it seems like you want to eliminate his opportunity without having your daughter lose her benefit. That is pretty unethical itself.

Call their department of revenue and make a complaint if you care that much.
That being said, on what planet are you paying freaking cash for a place to live. What happens if the landlord just says he never got it?

It is different. The EBT card is money given to a person out of your own pocket (assuming you pay taxes) without you having any say. The other one is earned money that government wants to take and redistribute as they see fit.

So you voluntarily paid city/state taxes on online purchases if/when the vendor didn’t collect said taxes directly from you? I highly doubt that. And if you didn’t, you are just as much as tax cheat as the landlord you are complaining about.

If you're mad about it, call the landlord and see if he has any ideas on how you can skate the IRS rules.
KEEP AS MUCH OF YOUR MONEY AS YOU CAN! Your taxpayer dollars are going to Pakistani gender studies. That doesn't make you mad?
