Howard is a direct link to Chuck, and for multiple reasons, Jimmy wants Chuck to be a distant memory. So, I take his horrible actions as his way of communicating that....and he is Slippin Jimmy.
I also think Howard is only offering him the job to make up for things from the past. Kinda like Kim was accused by the old evicted man of doing nice things to make up for all the bad she’s done.

Boom, this may be the episode I have been waiting a long time for.
Yeah, the Howard situation is strange. Does Jimmy just enjoy messing with him, or is he setting him up for some kind of longer con. To me it feels like Jimmy has some sort of plan we're not seeing yet.
