I like listening to that album, but I don't like the album.
First, it symbolizes the breakup of Outkast and I love Outkast. Also, as strong as they are individually, the real greatness of Outkast was Dre and Big Boi having to blend their styles. It was that forced meshing that made their best stuff so unconventional and unique.
Just my feelings, though, and there is great music on that album(s).

Its the thriller of rap. Short, to the point and perfect. No 17-18 year old should be able to write what he wrote on that record. Greatest flow of all time.
Im a huge Outkast guy so all of those are great as well. Aquemeni is tops for me but Southernplayalisticcadillacmuzik will always be my favorite.
Chronic is right there as well.
College Dropout is an almost perfect modern rap album.
To me in the underground scene, Little Brothers The Listening is tops though there are many great albums.

The best rap album of 90s was Illmatic. Nas.
The best album of the 2000s was Food and Liquor. Lupe Fiasco. "Hurt me soul" is probably the best rap song of all time.
Best rap album of the 2010s is Krit was here. Big Krit.
Best rapper Andre 3000.
