La. special session no. 3: We now know exactly what is getting cut.

Lawmakers have already approved a budget plan for the fiscal year that starts July 1, so they have little choice about where cuts will be felt if they don't raise enough revenue to fully fund the spending plan. Louisiana faces a budget crisis, mostly because the state's sales tax rate will drop from 5 percent to 4 percent after June 30. The approved budget was designed assuming lawmakers would agree to a 4.5 percent state sales tax rate, but Republican leaders in the House of Representatives have wanted a 4.33 percent tax rate.

Higher education
If the Legislature doesn't renew any more taxes later this month, the state's higher education budget for next year will be short $97 million from what lawmakers had intended when they approved the budget last week. That figure doesn't include a 30 percent reduction for TOPS.
So basically, if the extra 1/6 of a penny doesn't pass, we know where the cuts will be made. And higher ed is getting killed, as feared.

I am certain that the closure of SUNO and the consolidation of Grambling and La. Tech will cover that shortfall.

At this point does LA really need higher ed? Just convert everything to votechs.

Well you are on an LSU-based board, so I hope you really don't mean that.

Understand that isn't even an option in this session. In fact JBE limited the call in such a way that they can basically only raise taxes. And then the money will be distributed on a prorated basis to those agencies that aren't "protected." (It's more complicated than that but basically).
So they (legislature) cannot cut healthcare. At all.
They cannot even prioritize TOPS or colleges above other places. Any money gets distributed evenly among the "unprotected" agencies.
It was a pretty shrewd move by the governor. So now unless they raise all the money he wants, TOPS will not be fully funded.

Senate and House leaders should end the session and tell him if he does it again, frick him.

May as well throw Nichols and McNeasse into that discussion as well. Really outside of ULL, SLU, UNO, LSU, and ULM every school should be up for discussion.

Senate? No way. They want the 1/2 cent.
House? I am sure that is what they are debating internally right now. Do they:
1. Capitulate and give JBE his 1/2 cent?
2. Pick a lesser amount (like 1/3 cent) and just deal with TOPS being underfunded? or
3. Tank the session and tell JBE to issue another call that let's them cut healthcare.
Honestly, I am betting on #1.

It's crazy to think that 20 years ago, before TOPS, no one could get a college education. Just look at how far we've come.

Just sad that no one has the guts to do the Convention to redo the La constitution to stop all the special protected funds and such. That is really what the investigative news team should go after, bet there are some really lame waste in there. So the politicians and their families get richer and all us taxpayers have to foot the bill once again.

Louisiana doesn't need as many school systems as it has either.
LSU-A should be knocked back to a 2 year school. Southern of Shreveport and SUNO need to be closed.
We don't need a college every hours drive from one place to the next. Either ULL or McNeese need to go. Northwestern or LSUS needs to go. The three schools in NELA need to be consolidated. We don't need UNO, Nicholls, and SELU. One of the three is enough.
Cut the redundancies. Increase the enrollment at the remaining schools. Raise the standards so the bottom 20% of kids that were going to these schools go to community colleges instead.

Screw that.
Just Close Grambling.

Each of these schools receive tuition from students. Cut away, let the consumers decide what should be funded in the state.

Honestly as a taxpayer, this doesn't bother me at all. Go to school in texas, mississippi, or wherever else. You probably aren't going to stay living here after you graduate from in state schools, so why go here? Just go to school and graduate in the state you plan to live in?

Just speaking from experience, the immediate results would be noticeable. An enormous drop in student debt. An enormous increase in trained qualified workforce. Higher earning post graduation/program completion.
On average vs college students, I would imagine the returns would be worth it.

TOPS doesn't need to be fully funded. Raise the academic qualifications and allow it to fund about 70%. It's not like LSU is expensive.

Southern of Shreveport
Is a two-year community college. These are what some of these four-year schools need to be cut to.
Although with Bossier Parish Community College, it could be argued that the CC needs are covered for that area of the state.

How did you come up with that list?
I can make an argument for the closure of every school in the state, except LSU. (Individually, not actually closing all of them).
SLU seems like one of the easiest on the "close" list.
After LSU, then Tech and UNO make the most sense to keep open.
