It is costing us more now, but we have some gimmicks to draw down federal money to cover it.
2020 is when the gimmicks won’t quite cover the whole cost of expansion. I don’t know how much it will be.
That is not to say we are not still getting a good “buy” for our money. The feds will still be covering 93% of the cost.

In 2000 it was 19%
In 2009 it was 21%
That's been the trend nationally, though, and few other states have systems like TOPS.
