I assume it's because he's big and strong and fast and they want to get the ball in his hands. It looks like they want to use him as an option on shovel passes. They threw him one against Syracuse that went for about 5 yards.
I also imagine that the coaches aren't as worried about receiver depth as they were in the beginning of fall camp.
I don't understand why it's an issue that they're trying to find ways to get this guy the ball. Or that this is an indication that they don't know what they are doing.
There are definitely OTHER concerns regarding this staff, but, to me, this isn't one of them.

Receivers are Z and X correct, F is always the inner most receiver, no matter if it's two wide or three wide.

Stevens is basically a wingback now. I expect his number of targets to go up and really think he will be involved in the short to intermediate passing scheme, especially off of play action.

The offense and defense have both been lackluster.
The offensive problem need to be addressed by changing some things around, duh.
Sounds like the coaching staff is trying to make those changes. Maybe try and get the F back more involved in the passing game. Maybe deep routes aren't as much of the offense as what they had planned on due to lack of blocking.

To me it sounds like they're trying to do whatever they can to get him the ball. I don't disagree if it somehow helps the team. I figured he'd move back to defense with Paris going down but I guess not.

In traditional 2 WR, 1 TE, and 2 back sets (old school "pro" formation), yes. X (traditionally the split end "SE") and Z (traditionally the flanker "F") are the wide outs - in the pro-set era of the '70s and early '80s, you might have seen the TE referred to as "Y" - but Y has largely been reserved for the slot receiver in a 3 WR formation.
I wouldn't get too wrapped around F-back or H-back designations - any scheme that uses these are generally flexible and you're setting yourself up for confusion if you say anything like:

All an H-back or F-back is, simply, a TE that lines up in the backfield, or conversely a running back/fullback that motions and lines up outside the tackle box as a receiver - just to differentiate these players from a slot or Y receiver.
And if you're using lots of motion, there's no telling where that cat ends up - and if he's outside, that doesn't magically make him something he's not. He's still an H-back/F-back.

Wide outs playing from any receiver position aren't traditionally referred to as "F" - but depending on the scheme and the language - this can change. Some OCs label their 2 wide set receivers a "L" and "R" - guess what drives that? The need to simplify. Strangely, a lot of those guys will call the 3rd WR Z.
So, again, don't get too wrapped up about it, beyond recognizing the basics and where your guy is deviating from that.

They should not have announced it. They should have just lined him up there, run a play for a touchdown and then everyone would talk about how brilliant it was.

What are you pansies losing it over? Secondary is too crowded and he's still learning the offense. This sounds like a good position to help the transition and get him the ball more.

You realize J. Landry played that position at times when he was here? The F back is a hybrid and not a typical blocking back\TE. The routes are simple and that is why they have him there. He can pick it up easier that slot or WO.

So at f-back he could catch a shuffle pass or be an outlet for a quick, easy pass if our OL doesn't hold in pass protection, which has been most of the time. Since he most likely would be covered by a linebacker he could easily get separation, and his size would be an advantage against a safety ... I'm ok with it.

That's confusing our fans, because we've converted a bunch of cats who were/are just that - blockers (or blockers first) - there might be a subtle difference that the F-Back is more of a receiver and an H-Back is more likely to take a handoff, but, again, I wouldn't worry about any of that. F-back/H-back - for our purposes is a TE/FB/RB that lines up as a receiver, but not on the line of scrimmage - normally closer in than any traditional X, Y, or Z receiver in traditional sets, but that can change with the play and formation.

To me he is built a lot like PP7. I'd play him at CB opposite Greedy and let him return punts. Maybe he can play a few offensive snaps in a slot type role too
