Does it this mean that only new H1-B visas must pay at least $130,000? I don't understand the "exempt from...attestation requirements".

So the argument is that if raise the minimum salary for a foreign worker to $130,000, no company will want to hire them? Sounds like an arse backwards way to approach it, but if it works?

Oh my. Mr. Zuckerberg and friends definitely aren't going to like this one.

Wouldn't really affect the upper level movers and shakers, but that will definitely hit the bottom line when it comes to their day to day code monkeys.

Don't support at all. Tech labor from india has played a large role in the growing affordability of information devices and technology for US consumers. You raise those input costs and it will get ugly with the consumer backlash

Haven't read the bill, but it sounds like this is only for H-1B dependent employers. These are businesses that apply for tons of H-1Bs every year.

I find it hard to believe they would draft this to include the small businesses who are just looking for a qualified engineer out in the boonies.

That's what I said yesterday (and several others). Make wages similar between Americans and H1B to make it an even playing field.

They should have multiplied the $60,000 base minimum to the inflation rate.

FWIW, in 1989 $60,000 is worth $116,132.42 in 2016.

About time. $60k to $130k seems alarming, but it equals to 2.8% increase yearly over 28 years.

Works for me. I'd never pay a physician below that amount anyway. Shouldn't have any effect on medical H-1B's.

That will do it.

That keeps the H-1B visas tied to the most skilled jobs with the most expertise. That's the original intent of this policy anyways. The super genius that is developing strategy at Tesla or Google earns well above this. The low and mid skilled jobs often do not. Tech companies will be encouraged to start developing people in the heartland where the costs of living are lower. That's what they should have been doing the past 10 years.

The High-Skilled Integrity and Fairness Act of 2017 introduced by California Congressman Zoe Lofgren (D) is obviously an attempt by the Dems to jump out in front of Trump on this issue. They know Trump wants to help these American workers effected by H1B abuse. The Dems want to gain and/or protect those votes.

This is a big opportunity for the Trump admin. and the GOP jump on this issue. However this is also a hot potato for the GOPe. They are bought and paid for by the companies that currently abuse the H1B system.

It closes the loophole since the original $60k minimal was not index to inflation.

It means a company could be justified getting a visa for a $75k foreign worker to replace a $100k US citizen.

All this will accomplish is forcing US based companies with good, smart people to open and move operations to a foreign shore.

I am an Indian and I am on H1B. I have read the bill. I support everything that the bill proposes. It is good for US workers, it is good for H1B workers.

I doubt it will pass.

Similar bill was introduced before and it did not pass. Main opposition came from Immigration Lawyers's Lobby and all the consulting firms who are the main abusers of H1b.

The program should be illegal. If a US citizen can do the job, they should have the right to that job before any other foreign citizen. It's common practice all over the world. We shouldn't have to raise pay to weed them out. It should be flat out illegal, and slowly phased out to adjust with job transfers to American workers.
