Changing a light fixture without flipping breaker

About to change out a fixture in my brothers apartment but.cant get to the breaker. How much will it shock me? Or should I not do it?

Why can you not get to breaker?

Turn switch off, verify with multimeter and change fixture

well, if it is wired correctly, I don't think there should be power to the circuit if the switch is off. however, when people get their brother to do electrical work, that is sometimes not the case.

I never touch bare wires regardless of the status of the switch or the breaker.

If the hot feed is at the switch and you have the switch off you will ok. If the hot feed is at the light fixture make sure you use pliers with rubber handles and don't touch the hot feed and anything else at the same time.

I'd disconnect the hot from the switch, but that's just me.

ETA Can you flip the main for the apartment?

Put the wall switch in the off position. My mother-in-law screamed at my father-in-law for this, but it works.

A breaker is a switch, that trips when too much amperage is used.

A switch is a switch that is manually turned off. Both cut power to the fixture.
