You're damn right it is.
There are predominantly white schools districts in the Asheville area that are known as 'drop-out factories.' The reason? They are mostly farm communities, and the parents don't see the need for a high school education much less a college degree. All they see is their offspring working on the family farm (boys) or marrying into a local farm family (girls).
It's not about race. It's about parental involvement. Putting a kid on a bus isn't being involved. Parents have to know what their children are learning or not learning and meet with the teachers during the school year.
I'd also point to the +70% single mother birthrate in the black community, which Mr. Perry conveniently avoids. That is a disgrace. Kids having kids is a recipe for disaster, and we're seeing the results of it in education, poverty rates, incarceration rates, etc.

but man, let me just add that self serving dicks like the guy who wrote teh article in the OP probably champion the "scandinavian" model of college, where it's free and you get a stipend and get to go through masters, blah blah blah

whew - from your title and first comment, I thought you were going in the opposite direction.
It is all on the parents. Which means it is on the grandparents, and on the great grandparents. They raised this current generation of piss poor parents.
The white community cannot escape the criticism either. The "greatest generation" came home from WWII and immediately began allowing their children to pursue 'if it feels good, do it.' That is where the country went wrong.
Nothing feels better than sex, and once we accepted sex as the sacred cow to be worshiped above all else, the bottom fell from the moral pinnings that had held society together for thousands of years. It's a tangled web, but I firmly believe that when women (even young girls) started viewing sex the same as every hard-legged 16 yr old boy, our moral fibre began unravelling.
Now we have full mocking of the 'traditional' lifestyle that was the foundation of western civilization - certainly the foundation of American civilization. The family unit is being replaced by government bureaucracy that is more interested in pandering to the public than in doing what is in the long term interest of civilization.
Our culture coming apart at the seams, but we don't care because we can have sex anytime we want it, have others pay for any unwanted consequences of the act, abort on demand, live out our fantasies and proudly damn anyone who doesn't celebrate/worship the new golden calf of 'diversity.'

Bloomberg is absolutely right. One of the fundamental characteristics of any predominantly minority/poor school that actually performs academically is parental involvement. If you want to turn a school around, you have to devise a plan to get parents involved on your campus and in their children's academic lives in a positive manner.
It shouldn't be a surprise...many of these parents are uneducated and had exceptionally bad academic experiences in their own lives. Very few of us willingly put ourselves into positions that cause us that much discomfort, they aren't any different.
That said, if you are waiting for your typical poor, minority parent to just "get involved"...you are going to keep waiting. It is up to school leadership to employ mechanisms to get parents involved, and honestly wade through a lot of bullshite in the process until the school culture changes.

Cass Sunstein thinks he/Obama/Progs can "nudge" folk into believing/doing the 'right thing'. And this would be against those folks own inclination toward their PREFERRED Ideology. For the slackers/Welfare Staters...dream on. Herding cats. For those who don't want THEIR earnings confiscated by the votes/mob-rule Democratic mandated Law of slackers...again...dream on. Ideas are powerful. False ideas that seem to pay free dividends...are even more powerful; especially when championed by misguided, charismatic, demagogic and lying half-truthers. I.e., you know who. Especially re those with a limited ability to discern, and as such, finding themselves in desperate scenarios.
We will not vote or legislate our way out of this 'idea' conundrum. Vision - the ability to discern Truth - can't be taught. Mother Nature, and God...employ the 'stick and carrot' unmercifully. Idealist Progressivism (carrot) nws.
