Every intel agency in the world sees insiders wagering on events. Every intel agency in the world would love to have 12-24 hours advance notice of when a world leader makes a move. Undoubtedly they're doing their damdest to get inside these exchanges and identify who's betting on what.
The problem isn't that DOJ is making an example of a relatively low level player; If the wrong people had gotten hold of that information he could have gotten himself and his team killed. The problem is that regulators are studiously avoiding the big fish, who are raking in millions with insider knowledge of major policy announcements. Maybe if the House flips in November they'll investigate some of this stuff. Right now the foxes are guarding the chickens..

Kalshi and Polymarket bill themselves as prediction markets. They don’t discourage insider betting because that makes for the best predictions. They take their cut no matter which way people bet.
If you’re a foreign leader, and you see big $$$ suddenly bet that US is invading you or snatching you on X day, that’s a good tip they coming.
Insiders who make those bets should be treated as if they leaked the invasion plan.
