Flies from neighbors dog shite

Ive had a significant fly problem in my yard every summer for 3 years now and i think ive finally found the cause. My neighbors have 3 dogs (and yea one pit) and they just leave all the dog shite in the yard. Damn near every square foot is covered in shite at this point. I've searched all over for answers to my fly problem and couldn't find anything until seeing what their backyard looks like. Somehow I've never noticed the smell but this has to be it.
An old woman lives in the home and she's one of the nicest women you'll ever meet. She has two adult sons who live with her. One is probably late 30s and does nothing but play video games. The other is disabled. Obviously she has a lot going on trying to take care of those two. Is there anything I can do to help keep the flies out of my yard without somehow getting them to pickup all the shite?

l had a neighbor that had 2 fairly large mutts that were mainly inside dogs. He'd let them out a couple times a day to do their thing in the back yard that was no bigger than a postage stamp, so it didn't take long before it got full, if you will----and he wasn't much on picking it up.
I got on his arse about it since the foul smell was so bad that my wife and I couldn't enjoy being outside on our back porch in the evenings, especially in the summer months. His solution was to pay a young lady to come by twice a week to pick it all up and dispose of it.
Wouldn't hurt to voice your complaint with the lady to see if she can get one of the 2 leech-parasite sons living with her to do some clean-up on a regular basis. If that doesn't work, call the Board of Health or the City Property Compliance Office about it and put it in their hands.

Man, I scoop after every poop. Big dogs. No flies or odor. Don’t understand why people let it stay. You will get flies in the summer if so.
