There should only be one standard and if you can’t or won’t meet that standard then you should find something else to do. Hair cuts should be the same regardless of gender as well.

Have you been around many AA people? Their curly hair often means razor burn and ingrown hairs if they clean shave. Making such a exception seems reasonable to me.

the no shave rule was not to allow beards it was to allow alternate forms of shaving, like hair removals

I heard this 20 years ago from a white coworker that did 2 tours in a submarine . He was talking about his black shipmates.

Early 2000 AF vet here. They gave them out in the Air Force because of razor bumps, but they still were not allowed full on beards.
