New Orleans tow truck driver accused of accepting cash in exchange for not towing cars

I thought paying cash was how you didn't have your car towed? Is the city mad they didn't get the money instead of the driver?

Sounds like Aunt Becky. If she'd bribed the Board of directors instead of the rowing coach she wouldn't have been in trouble.

Obviously, the city is the one who must be paid to park on city property. This is like if somebody would pay me to allow them to park on my neighbor’s property. I have no such right to allow that or to collect payment for it.

Grew up on the NorthShore. At 16 me and my buddies all went out in my piece of shite Mustang. It was St Patrick’s Day. Last words of my parents were do NOT go to New Orleans. No problem.
15 minutes later we were halfway across the lake.
Many many beers later we headed back across the Causeway and threw a rod killing the car. Cue Causeway Police and a tow truck. Me and my buddy pooled together something like $16 cash to convince the tow truck driver to alter the paperwork and say he picked up the car on the Mandeville Lakefront. I mentioned the story 20 years later at a dinner figuring my parents knew at some point and they were floored.

I did that once although not in NOLA . And it was my idea. Many moons ago, someone was hooking my car up. I asked him how much it was going to be at the tow yard. At that time I wanna say it was $150. I offered him 50. He said “I could do that”. Unhooked me and I was on my way.

Sorry, I need a civics lesson refresher: how does a towing system get enacted by a city?
City council unilaterally approves it? If so, why is LSP involved in a city infraction?
City-wide vote? I can't imagine a single resident ever voting 'yes' to having their car towed, even if they've been inconvenienced by say a double-parked car & understand the need for a city-enforced towing system.
State legislature passed a law that gives license to cities to tow?
