Chances of this being just a rope used to pull something?
When it comes out there’s nothing to this, the person who cried needs to pay some type of fine.

I, for one, am really glad they halted construction. I can’t imagine the trauma I would be dealing with if I saw a rope in the shape of a noose at my job site.
I’m sure the workers are glad they have to take additional anti-bias training.
