Please explain " He has a mandate" to me.

I realize he won the popular and electoral, now he has a mandate.
I keep hearing this, but what does it really mean? Is this mandate some sort of mythical political rhetoric, or does this mandate actually have real world power?

Mostly yes.
There's nothing official there oland it doesn't really change anything.
It more reflects margin of victory and control of government which trump has. He won the popular vote and then he was given a congress which should pass his legislation since his party controls both houses.

He was awarded all 3 houses to employ the agenda he campaigned on. It’s the political equivalent of sweep the leg. No mercy.

I'd say neither.
It just means that the majority of the people in the country are behind Trump's agenda. The majority of the people want to see it enacted.
How you take that and what you do with it depends on who you are.
RINO obstructionist, Democrat, state governor, etc.
It's just a reminder that you oppose the agenda at your own political risk.

Are you stupid? No one could not understand what people mean when they say trump has a mandate. But I’ll explain it to you like a child.
A majority of our republic, not a plurality and not even a minor majority but a substantial citizenship coalition, have done their civic duty. The result of it is America has made it known they WANT Trumps entire agenda enacted as much as possible and no amount of crying or obfuscation from progressives will sate them. The mandate is this.
Fix our broken economy. Trumps plan is tariffs. This WILL result in more short term harm no one should be under any illusions that it won’t. But it must be done for long term viability. Short term thinking has ruled us for too long.
Deport every single illegal you can possibly find. Resources should be allocated to known criminals first, then fighting age men, and on down the later. No one is spared. Not women. Not children. They all go.
Trash the entire progressive agenda. This is a going to be a Herculean task that realistically has little chance of fully being accomplished in 4 years but if promising progress is being made someone like Vance or whoever can carry it forward.
Adopt a more isolationist foreign policy. Not a complete one, but a more nationalistic and American people first overall attitude to foreign policy. We will not fight in anymore of their wars.

This election was a rejection of Democrats first and foremost, and of the DC establishment, the uni-party as a close second. People are tired of the status quo.

He won the popular, electoral, house and senate. Mandate pretty much means he has the full power at his tips and can push anything through.

I know you are just trying to troll or be snarky, so I really don't want to waste my time on this, but here it goes anyways.
What they mean by "mandate" is it being chiefly the political will or incentive to not interfere with Trump and his administrations agenda. Especially from other fellow so-called Republicans.
There are number of Republicans who happily went along with Biden's picks for Garland, Mayorkas, and Kentanji Jackson. Yet they won't support the Republican Presidents Cabinets appointees? They have a choice, political suicide or getting in line.
It was Trump who carried the rest of Congresses coattaills, this is evident by the Seante and House lagging him. If it was reverse, Trump lost the PV, had a narrow EV win, and the Republican Congress outperformed him it would be the opposite, and they would have the "political" will to buck Trump's agenda.
Here's the dirty truth about our system. "We are not a nation of laws and justice, and never have been, we are in fact a nation of political will and always will be. " This is the cold hard truth, and the fact is Trump has political will on his side right now. RINOs and moderate Dems can choose to obstruct at their own peril.

The political theory behind having a mandate is on its face fairly simple.
A president can be perceived to have a mandate when their victory is large “enough” that the public writ large are behind him.
Think Reagan v Mondale - clearly the American public was vastly more in favor of what Reagan was offering. Hence, Reagan winning 49 of 50 states.
The current election of Trump was about as large of a victory as can be achieved in the US any more. Add to that, Trump winning in several unexpected states and being closer in states usually not close (New Jersey and New York) and the perception of a mandate is clear.
