These cases were dead due to DOJ policy and a memo regarding Separation of Powers issues.

Trump is lucky this is happening before his inauguration.

Not at all. This is standing DOJ policy. The DOJ can't prosecute a sitting President, as the DOJ sees it as a Separation of Powers issue
