I'm seriously asking why they needed to stay after they informed her that they couldn't help with what she was asking for?

ETA: obviously she thought that they could help her with whatever her problem was, when they told her that they couldn't they were no longer needed at the scene. They were just sticking around to essentially antagonize her.

Once there, they have to investigate and determine for themselves that the situation is clear. She did this to herself, especially in light of her apparently making multiple calls that night.

ETA: You seem to not have the full story. Sounds like the cops did what you asked at least the first time she called.

There's always a chance that she's an idiot and cop is a dick. They don't have to be mutually exclusive.

Yeah - why wouldn’t they just take a report about her stolen dog? Seems they always want to antagonize a situation. They know they get called to deal with people when people are “going through some shite” - the lack of compassion for people is disappointing.

If she has a camera that shows her tossing some rocks into the yard and not toward those officers....there will be lawyers.

They wanted to finish explaining that she was committing a crime by abusing 911 and wanted to lay down some recommendations on how to do what she wanted.

If she already called them that many times that night after being told it was a civil matter, they were well within their rights to arrest her well before that but had immense restraint not to knock all her teeth out with a nightstick for dog cursing them for not getting her dog.
