The Isle of Man is on public roadways, but those roads are closed to public use when the TT is being raced, so it's only the bikes on the road.
Yes, there have been lots of deaths in the history of the Isle of Man, mostly due to the fact these are normal public roads and not banked corners that help riders stay on the road much easier. The roads run through normal countryside without a lot of safety barriers to help in case of accidents.
Oh, and there have been 265 rider deaths at the Isle of Man since it began in 1907. A far cry from your 6 fatalities a year number.

This number includes the riders killed during the Manx Grand Prix, and Clubman TT race series of the late 1940s/1950s.
Just the Isle of Man races including practice is around 156.

I've hit ice on that road in June.
Hwy CA-58 rises about 4400 feet in about 50 miles between Bakersfield, CA and the Oak Creek Pass in the Tehachapi mountains.
Once I drove that route in May, it was 100°F in Bakersfield and sleeting in Tehachapi and 36°F.

It looks like he is going 150-160ish when you can glimpse the speed on the right, but that may be set to kmh for effect. It doesn't look like he's doing 150 to me. Definitely not 210. I'm not an expert though.

I wish they’d invent an app that charges drivers who you pass on the right a small fine of $0.10 cents.
When you go to register your vehicle, you get charged that fee offset by those who you you passed.
I passed 1,000 vehicles on the right. 10,000 vehicles passed me on the right. I owe an extra $900 to register my vehicle.

Yeah, I know, I've been all over Utah.
I was saying that between Phoenix and Flagstaff isn't a likely place to do 210 MPH.
Not many towns, or traffic, but there's plenty of other reasons you wouldn't want to do it.
Last time I traveled it, it was in poor condition too.
