What was the rationale as to why Mexico should pay for the wall?

You will call me out for making excuses for Trump but making the claim that Mexico will pay for the wall is aspirational (like all campaign promises from every candidate) and it sets the trade negotiation framework before sitting at the table with Mexico.

Make Mexico pay for the wall is the goal. Congress would have had to agree to make it happen. Paul Ryan was not a Trump fan so he put up as many roadblocks as he could. Trump did not get the legislation he needed to make Mexico pay for the wall. A 4% remittance tax could have accomplished that but congress did not act.

Mexico actively subverts our sovereignty and that is the rationale for having them pay for it - and if Trump had followed through on his promise to tax remittances, that would have happened. Taxing remittances was fully in his power, by the way. It's another thing that he never followed through on.

What he was referring to was cutting the hundreds of millions in subsidies going to Mexico and redirecting that money to building the wall.

He explained it but the MSM feed the narrative of "Trump want to seize Mexicans taxes and saving to build his wall." to their low -T mashed potatoes brain followers and like good little NPCs they downloaded it and ran around repeating the line every chance they got.
