I see what you are saying but give us the teams that lost those World Series. It may surprise you.

Even in capped leagues there are teams that spend and teams that don’t and the teams that spend are usually the ones winning the titles.

No, what happens is the Yankees, Red Sox, Dodgers etc etc just buy them from the smaller markets
and that’s really helping them win

Maybe they’d like to pay 3 guys what they’re paying the star that went to NY

"Lost"...i mean...hey, here's your consolation prize...you lost in the World Series lol. Again, outside of Kansas City (Which promptly couldn't afford those players and are now irrelevant again), when was the last small market team to win a World Series? Don't worry...ill wait...

and there has to be a better way for the smaller market teams to be more than just a farm system for the major markets
when was the last big name free agent to leave a "small market" team to go sign with a large market team? Lindor is the only player I can think of in recent memory. Maybe Garrit Cole as well. So there are like 2 players in recent memory this applies to

But, in general, if there is a max there should be a minimum level too given the revenue sharing.

I agree in principle, but in reality a salary floor does not work. What it does is cause owners to spend super heavy on 1 star player to hit the minimum and then goes with rookies to fill the other spots. It would suck for vets because it closes out the middle of the road players.

I guess one could argue it’s better, but is it really better if Pittaburgh signs a player like starling Marte to big bucks long term and then fills the rest of the roster with shite?

Those franchises are defecto AAAA. They complain like the OP, but sell their elite players to the highest bidder and not invest in their long-term product. They are always talking about relocation. Not because of fan support, but because they refuse to put out a consistent product. I don't feel sorry for them.

All time 12/32 NFL teams hve never won a SB vs 6/30 MLB teams having never won a WS

There are some teams with low payroll but they are developing heavily in their farm system (as the Astros did in the early part of the 2010s).

You have other teams with low payroll that also have crap farm systems.

The teams that are sucking these days with low payroll... what group do they fall into?

That's a good point. Wonder how a minimum salary cap with a minimum cash spend per year could affect this. NFL has this to keep teams from underspending. Sure, you could just spread that 1 super star's salary around, but a lot of these guys want that larger bonus check up front.

Max Scherzer (Mets) has an annual salary of $43.3m. The Orioles entire team combined has a salary of $43.6m.

The "small market" teams have somehow convinced everyone they are poor, when in reality, the owners are swimming in profit. Maybe they should spend some.

And as already mentioned, the luxury tax isn't that different than what other sports have.

The Rays, Pirates, Indians, etc. are just fine doing what they're doing and the expanded playoffs only incentivizes their method even more. It's good business.

In Major League Baseball, 48% of local revenues are subject to revenue sharing and are distributed equally among all 30 teams, with each team receiving 3.3% of the total sum generated. As a result, in 2018, each team received $118 million from this pot. Teams also receive a share of national revenues, which were estimated to be $91 million per team, also in 2018.

If this is accurate how can teams justify a payroll under 100m

Sure, but we need to also force small markets to invest luxury tax money long term in players and not put it in owners pockets.
