I've had 5 co-workers kill people in the line of duty. All 5 were clear cases of self-defense, but they all went to the Grand Jury. They were all no-billed.

That having been said, if it looks like a murder at the scene, the suspect will be arrested. If the evidence suggests that it's a justified killing, the person won't be arrested, but the case will still be referred to the Grand Jury. If the GJ determines that the killing WAS actually criminal, then the court will issue an arrest warrant.
