Your city has one of highest murder rates in nation (if not world), your police department exodus and 911 response time of over 2hours is in absolute crisis mode, yet you are flying to the opposite side of the world to invite one of the cleanest/safest cities in the world to be your "sister city".
How many signs of poor leadership are in here?
1st - what is more important than your citizens' safety? People are being dragged to their death in car jackings in irreverent, lawless brazenness, yet off you go to opposite side of the world?
2nd - 3 International Trips with entourage displays lack of judgment and prudence at best and demonstrable ineptitude at least.
3rd - lack of awareness of Singapore's reputation for Safety and Cleanliness (and no-nonsense approach), juxtaposed by your city, the one you offer as their "sister-city".
Meanwhile, someone was likely car jacked while I typed this and, if still alive, waiting 2+ hours for the police to arrive. Sister-city world class stuff, huh? Brain dead leadership of the world class variety.

This is what I don’t understand. Looking at the turnout numbers from a high level it seems very possible that an attractive R candidate could win if he/she had solid political infrastructure/ funding.
I guess no one competent wants the job.

The "machine" is essentially set up such that it can and will get as many voters as it needs. There's no point in spending resources to round up more than necessary.
Oddly enough, Nagin's first election was probably the only one to buck it in the past 40 or so years.
