So refineries should make zero profit, making it a negative IRR to invest in capital, reducing investment in capacity and maintenance eventually leading to closure of refineries.

You need to understand these are not gaffes.
They, the WH, are intentionally limiting the supply of oil to raise prices. Meanwhile Biden blames the gas stations so the smooth brains blame them instead.
